Earthquake Disaster Response Plan

•Already Done (as of January 15, 2010)
◦First response medical care that saved many lives
◦Began to establish refugee camp #1in Leogane at our orphanage property
■We began to provide a secure enclosure and hire a team to finish the project and to provide ongoing security
■We were able to purchase food so that all of our school children in Leogane could receive a hot meal each day starting Saturday January 16, 2010
■We set up tents for improved shelters
■We salvaged valuable materials from damaged structures
■We provided medicine and funds for our clinic to be open within one week of our departure.
■We completed the construction of one set of latrines (toilets) and should have a second set of latrines completed by the end of next week
■We provided jobs for three work crews for one month
■We were able to assess the conditions of all three of our school locations in order to establish a real disaster response plan.

•What is the Mission E4 disaster response plan going to consist of?
◦We plan to have a team in Haiti again no later than February 6th. This team will work on the following…..
■Hire a team of an additional 100 Haitian people as crew chiefs, laborers, etc.
■In addition to the work performed this will stimulate the local economy
■It will also give the people something that they can do to respond to their desperate situation
■Have three fully functioning clinic rooms providing medical care six days each week
■We need adequate medical supplies (listed separately)
■We need medical personnel (listed separately)
■Complete our first refugee camp with additional toilets, bathing facilities, more tent style dwellings, more complete security, food and water source
■Open two other refuge camps; one in Lacquil and the second in Fauche – each with security, latrines, dwellings, food and water.
■Open a case file on all 800 children in our three school programs, determining their specific situations

•What are the long term response plans from Mission E4?
◦Rebuild our orphanage
■We will need to increase the number of orphans we are caring for dramatically
◦Complete our school buildings at all three locations
■Each school location providing a hot meal each day to each child
■Providing clothing and school books
■Provide education
■Providing an easier avenue for each child to receive medical aid and other disaster response
◦Complete our kitchens at all three locations
◦Begin to rebuild communities moving the refugees back into more permanent housing.

•How much money does Mission E4 need to raise to provide this disaster response?
◦The following are preliminary and general numbers. A more specific breakdown of costs is below.

•Who do we need on our disaster response teams?
◦Architects and Engineers
◦Orthopedic Surgeons

◦Construction Workers, Masons, and Carpenters

•Why support Mission E4 with our efforts?
◦Our belief is that the best way to distribute aid is through the missionary organizations that are already on the ground in Haiti. Ours just happens to be one of them. Here a couple of others we know on the ground:

◦We feel that it will be very difficult for smaller organizations unfamiliar with how Haiti operates to achieve the best, long-lasting results.
■We truly appreciate all the aid that is being sent in to the country (although so much more is needed quickly)
■Looting of this aid and potential threats to workers may be present for those that do not already have trusted contacts
■Simply – it will be more difficult for those that do not speak the language, those that do not have the resources of relationships, and those that do not understand the culture to move things along well at a “grass roots” level, employing the local people and stimulating the local economy.

◦We see that much of the world relief focus is centralized around Port-au-Prince, when the area from Leogane to Ti Guave has in many ways been affected far worse (although with smaller population per sq. km).

■We want to encourage people to continue to respond to PAP, but also to support and work with those of us in the city of Leogane and the outlying provinces.

•What does Haiti Need most from Government Agencies and Aid Organizations?

◦Medical assistance.
■Orthopedic Surgeons: Amputations are needed for many immediately in order to save lives.
■Many bones need to be set and mended
■Antibiotics and pain killers
■Countless surgeries are needed
◦Removal of debris and bodies
■Haiti needs immediate military involvement in clearing rubble from fallen buildings in order to remove decomposing bodies and to prevent further injuries and spreading of disease

◦Food

■Haiti needs immediate shipments of rice, beans, oil, and tomato paste on a massive scale
◦Water
■Haiti need existing wells cleaned and treated
■Haiti needs new wells dug
■The immediate repair of water treatment facilities is crucial to public health
◦Security
■Secure transport for supplies getting to their final destinations
