Description:To foster collaboration, communication, coordination and cooperation among agencies and individuals to be able to share the load of responsibility during a disaster. VOAD is a clearing house for volunteers and services.

Eligibility:Any agency that responds to a disaster should be involved with VOAD as long as they have a disaster response capability.
