Notes

The application is Trilogy Emergency Relief Application (TERA), which enables mass sending of SMS targeted to cell phone users in specific areas affected by particular emergencies (e.g., information about how to avoid, diagnose and treat cholera during an outbreak in a particular region, or where to get assistance when an earthquake has hit). It's a "beneficiary communications" initiative of the IFRC that was first used with some success in Haiti after the earthquake
