There is no on-line application and no connection between Means to Recovery and the Hurricane Recovery Program Access to Care benefit. The deadline to enroll in the Emotional Support Program was May 31, 2008 5pm (CT). This program is now closed to new referrals. We are unable to grant any exceptions to this deadline.

Making access to mental health and substance abuse treatment
available to those affected by Hurricanes Katrina, Rita and
Wilma. (August 30, 2005 to before March 31, 2008)

After a natural disaster, some people find they have difficulty
with eating, sleeping, relating to others or concentrating at
work or school. It can take a while to recognize your symptoms,
and sometimes they might not seem connected to the event of the
hurricane itself. If you still don't feel like yourself, it might
help you and your family to talk to someone. Access to Care can
help.

Many people experience a range of these symptoms. It's normal to
feel different after surviving and dealing with the aftermath of
a difficult ordeal such as a natural disaster. Sometimes, however,
these problems last longer than expected, and you may find that
they are interfering with your everyday life.

You and your family may be eligible to receive assistance for
mental health or substance abuse treatment if you were directly
affected by Hurricanes Katrina, Rita or Wilma. This program is
available regardless of where you live, your insurance coverage
or your immigration status. You choose the type of treatment and
the licensed provider.

The benefit is retroactive to August 30, 2005 and will cover
dates of service through September 30, 2008. That means if you
are eligible and you received treatment immediately after the
hurricanes, your out-of-pocket costs may still be covered.

The program is an initiative of the American Red Cross Hurricane
Recovery Program and administered by Link2Health, a non-profit
subsidiary of the Mental Health Association of NYC.

Benefits

The Access to Care Program helps you to cover the cost of
emotional support services, including individual, family,
couples and group counseling, auricular acupuncture, and
psychotropic medication. The assistance available to you
is designed to help you cope with difficult emotional
issues related to Hurricanes Katrina, Rita, or Wilma,
and can be used as secondary coverage to your insurance.
Assistance is available retroactively for services received
since August 30, 2005, as well as for future mental health
costs received on or prior to September 30, 2008. The
program provides up to $2,000/per person in reimbursement
for, or direct payment of outpatient mental health or
substance abuse treatment and/or reimbursement for
psychotropic medications.

Exception: Because the program is based on charitable donations, it is possible that funds might be depleted prior to the enrollment deadline and enrollment will close early. Those already enrolled will receive their full benefit coverage.
